Allen in December 1923; charged solely with fund-raising; worked in cooperation with the American Friends Service Committee (a Quaker organization) which undertook the task of administering post-war relief to German children, without accepting funds to defray its costs; although the Final Report of the Committee was issued in 1924, the AFSC continued their feeding program of German children beyond that year.
